Instrument Charts for Simulator Use Only
Rated or recreational pilots who use a simulator to learn, improve, or maintain flying skills may obtain obsolete
FAA, DOD, Canadian or Jeppesen instrument charts free for non-flying use.
All obsolete charts and pubs are stamped "Obsolete for use in Air Navigation".
No more than 1 copy of the same obsolete chart will be shipped to the same party within a 24-month period.
In this age of litigation, it is necessary that the recipient of obsolete charts must agree to keep these charts
in his or her care until destroyed; and to be responsible for any and all damages resulting from improper use or
careless handling (including loss) of obsolete charts. This agreement is at the end of this section for print-out,
or you can send a self-addressed, stamped envelope to APS Simulator Charts, PO Box 400, Del Mar CA 92014-0400 for
the form. The applicant-owners' signature must be witnessed, and a properly-executed form received before any
charts can be shipped.
A service charge of $1/item is made for FAA and DOD obsolete charts and/or publications to recover most
of the direct costs to sort, store, pull, mark, invoice, package and record obsolete charts & pubs. When a
complete set of 3 or more charts or pubs is ordered the service charge is 80 cents per chart due to reduced handling
costs.
Handling costs are higher for obsolete Canadian charts. The $1/item service charge is available only when
charts or pubs are ordered along with a prepaid order for a new, current edition of the same chart or pub to be
delivered at a future date. The $1 per item service charge is also available when a chart is part of a complete
set of 3 or more charts. Otherwise the chart or pub cost is $1 or 10% of the chart or pub current cost - whichever
is more - for items over 2 years old; $1.30 or 20% of chart or pub current cost - etc - for over 1 year old; and
$1.60 or 30% of chart or pub current cost - etc - under 1 year old.
Shipping is recommended by FedEx ground or UPS ground to a business address when practicable (residence deliveries
incur additional shipping costs). This provides least cost shipping with tracking, a recorded signature of recipient
plus up to $100 insurance against loss. You may select other shipping modes from Standard Mail (cheapest, slowest
& uninsured) to Express or overnite (fastest & most expensive). For areas east of the Rockies Priority
Mail is often less expensive and faster (than FedEx or UPS ground), but is not insured. You must request
insurance, if you do not want exposure to the small risk that your package may be mis-delivered or lost in transit.
You are billed actual shipping costs.

Pre-Planning Charts
Pilots who wish to carefully plan for precision and/or challenging flights may obtain obsolete charts
when accompanied by a prepaid order for a current edition of the same charts (usually to be delivered at a future
date). Advanced planning for any flight is a means of assuring an increased level of confidence and safety in conducting
the flight and handling any emergencies or diversions from the intended route(s). Air races or efficiency/performance
contests and personal or business flying into unfamiliar and/or inhospitable areas deserve a careful study of the
terrain, airspace, navaids and airports along primary and alternate routes. Air Carrier (airline) pilots are route-qualified
to specific routes and areas through right-seat (1st Officer) experience and high-fidelity simulators. The private
and corporate pilot can approach this level of safety by learning the flight environment as shown on visual and
instrument charts and flying the instrument approaches in a flight simulator for destination, alternate,
and (mechanical or medical) emergency airports along the route(s).
A signed agreement for careful handling, limited use, and disposal of the obsolete chart(s) is required (see preceding
paragraph). These charts are available at handling costs only (see service charges in 3rd paragraph under "Instrument
Charts for Si,ulator Use Only" above.) to further proficiency and understaning of flight by instrument and
recreational pilots.
Jeppesen Tripkit Library
Obsolete Jeppesen tripkits are available for many areas on loan only for careful planning of international
flights. The loan copy avoids the dilemma of either ordering the tripkit for early delivery to enable thorough
planning but departing with a one or more weeks old tripkit; or, getting the most up to date tripkit a day or two
before departure, but having to do all the planning on a tight schedule (when unforseen details or problems may
compromise planning and/or rest requirements).
The loan period for an obsolete tripkit is limited to 15 days; and loan cost is 10% of the tripkit cost plus shipping.
Late returns are billed an additional 10%. After 30 days the borrower is billed an additional 80% to replace the
tripkit.
Loan copies of DOD JNC or GNC visual charts are available at no cost (and returnable) with the tripkit(s) to enhance situational awareness. It is recommended that selected GNC, JNC, ONC, TPC, and AAC charts be acquired early on for continued reference or study. Since DOD visual charts are revised infrequently, APS will exchange the revised edition for any DOD visual chart supplied with a loaned tripkit and then purchased, when the revision occurs prior to the actual departure date. The borrower pays shipping costs (both ways) on loaned tripkits (and planning charts).
Chart Gifting for Educational Use
Obsolete Charts are available as gifts for educational use to schools, Air Scounts, Civil Air Patrol, ROTC and
non-profit organizations. Only obsolete NOS and DOD charts are available. The 5x8 cards depicting the 48 ConUS
states; and large wall charts showing the states and airways, or topographic and cultural features of the U.S.
and other nations are popular for primary, middle and high schools. Shipping may be prepaid from a private grant
if a library or school budget is sorely strapped for funds. Since the very small 5x8 cards and large wall charts
are not considered useable for actual navigation, they may be distributed freely without paperwork other than a
request by a bona fide teacher in a public or private school.
Obsolete Sectional charts are available to C.A.P., R.O.T.C. and outreach schools where ab initio pilot training
is not the primary objective (obsolete Sectional charts are not available to most ground schools). College,
university, school and public libraries who have or need a map library may obtain a set of 1:500,000 charts with
contour, cultural, and aviation data for the US and Alaska, plus single copies of other charts covering the world
at various scales as available.
All requests are filled on a first-come, first-served basis. Unfilled requests are recorded and queued for future
fulfillment in the order received. The donor may parcel out limited quantities of a chart or pub requested by several
groups as appears most equitable rather than sending most or all of a limited quantity to the group with the oldest
unfulfilled request. Availability of charts or pubs for an unfilled request is sent to wait-listed groups by e-mail
or postcard. Prompt reconfirmation is needed within a week or 10 days, respectively, to avoid re-assignment of
the short item to the next-in-line recipient.
Ask for Form D.3. This written request form includes a signed agreement for careful handling, limited use, and
destructive disposal of the obsolete chart(s); and an obligation to secure signed Hold Harmless agreements from
the parent or guardian and minor recipient, or from the adult recipient, for each obsolete chart or publication
distributed for classroom programs or projects.
Canadian charts are not gifted without consent of National Resources Canada. Jeppesen charts are not gifted.
Organizations and individuals are forwarned that Aviation Publication Service Div. of AD & C Inc. is organized, structured, managed and insured to provide prudent and reasonable care and protection for its clients and customers. However, it has very few assets and offers little incentive to litigation attorneys. In event obsolete charts intended to enhance safety are mis-handled (intentionally or carelessly) resulting in their use for planning of or in actual flight or other forms of navigation involving an accident or real or imagined damages neither APS Div. nor AD&C Inc. would offer any contribution to legal defense or damage awards. These burdens would fall upon the organizations and/or persons involved in giving out these obsolete charts. Their best legal defense is not in the community spirit and altruism displayed by making these charts available for education, but rather in repetitive and witnessed emphasis in educating students, instructors and parents that obsolete charts can never be used safely for actual navigation; and in todays legal climate, are potentially dangerous (and could bring lasting damage to their parents, school, community, friends and themselves) if merely carried (even if never even opened or used) aboard a private aircraft, boat or conveyance, or conceiveably if used by a hiker or climber.
